Albania.
The Principality of Albania (meaning Land of the Eagles) declared independence from the Ottoman Empire on November 28, 1912. In the Treaty of Bucharest, signed on August 10, 1913, Albanian independence was acknowledged by the European powers. Before the new nation could form a military, World War I erupted. Albania was essentially a noncombatant nation. At the war's end Italy's army occupied most of the country.
Even though Albania was not a party to the Peace Treaty of Versailles, the League of Nations, created by that treaty protected the sovereignty of the small nations of Europe.
